What is SCORES by SEBI?


SEBI's SCORES (SEBI Complaint Redress System) is a web-based centralized grievance redress mechanism. Investors can file complaints and track their progress online. It allows market intermediaries and publicly traded corporations to receive complaints online, resolve them, and post resolutions online. All operations will be conducted online, from filing a complaint to closing it by SEBI. The complainant will be able to check the position of his complaint on the web immediately.



Which are the complaints that come under the purview of SEBI? 


The complaints that happen to arise out of issues covered under the SEBI Act, Securities Contract Regulation Act, Depositories Act, and rules and regulations made thereunder and relevant provisions of the Companies Act, 2013, come under the purview of SEBI’s SCORES portal. 



Which are the matters that cannot be considered as complaints in SCORES?

  1. Complaints not related to securities market investing. 

  2. Anonymous complaints (excluding whistleblower complaints) 

  1. Incomplete or vague complaints

  1. Allegations that aren't backed up by evidence.

  1. Suggestions or requests for information/explanation.

  1. Needs to be more satisfied with the offering price of the companies listed as well as unlisted shares.

  1. Unlisted shares b. Disputes with companies/intermediaries stemming from private agreements.

  1. The issue of falsified/forged documents.

  1. Complaints about things that SEBI doesn't cover.

  2. Complaints regarding any activity that is not licensed or regulated.


Is there a deadline for filing a complaint with SCORES?


An investor may file a complaint on SCORES within three years of the date of the cause of complaint as of August 1, 2018, if the following conditions are met:


An investor has filed a complaint with a publicly traded company or a registered intermediary, and either the company or the intermediary has rejected the complaint, or the complainant has not received any communication from the company or intermediary, or the complainant is dissatisfied with the response or redressal action that the company or intermediary took.


Note:

If an investor fails to file a complaint within the time limit, they may file a complaint directly with the entity in question or file a lawsuit in a court of law.



What information is required to file an investor complaint with SCORES?


Investors/complainants must supply the following personal information to file a complaint on SCORES:

a. Name

b. Address

c. E-mail Address

d. PAN


e. Phone Number



Navigating through the SCORES web portal.

  1. Visit SCORES by clicking on the following link

            https://scores.gov.in.



  1. The attached registration form appears after clicking the option ‘Not registered yet?’ 



  1. After filling in the details mentioned above, the user will receive an e-mail confirmation. 




  1. A redressal-seeking investor can revisit SCORES by clicking on the link mentioned in the confirmation email. 


  1. When an investor re-visits the SCORES web portal and logs in with the ‘Login ID’ & ‘First time Password’ mentioned in the email, the following message pops up the first time they log in. 



 


  1. The ‘Investor Corner’ changes and now has more options for a redressal-seeking investor. 




  1. The investor can lodge complaints by clicking on the ‘Complaint Registration.’
